introducing fresh legislation, a step which I would not
have taken had I deemed that the remedy was provided by
Ordinance No. 3 of 1905 which, you informed me in your
Despatch No. 175 of 7th. September, His Majesty has -
graciously been pleased not to disallow.

New Kowloon is exempted from the
operation of the Ordinance in view of a report by Mr. J.
R. Wood, Assistant Land Officer for that portion of the New
Territories, that fresh legislation was not required for
the Southern District of which he is in charge.
8.
In order to secure finality I
deemed it wise to enact that the 31st. of July, 1907,
should be the limit of time beyond which no schedule should
be cancelled or corrected. Any errors coming to light after
that date must be corrected by the ordinary processes of
the law.
